{"id":254,"date":"2016-06-19T21:59:30","date_gmt":"2016-06-19T20:59:30","guid":{"rendered":"http:\/\/ffmc01.fr\/wp\/mobilite-urbaine-un-defi-social\/"},"modified":"2016-06-19T21:59:30","modified_gmt":"2016-06-19T20:59:30","slug":"mobilite-urbaine-un-defi-social","status":"publish","type":"post","link":"https:\/\/ffmc01.fr\/wp\/mobilite-urbaine-un-defi-social\/","title":{"rendered":"Mobilit\u00e9 urbaine, un d\u00e9fi social"},"content":{"rendered":"<p>Mobilit\u00e9 urbaine, un d\u00e9fi social<\/p>\n<p>25 communaut\u00e9s d\u2019agglom\u00e9rations fran\u00e7aises projettent d\u2019interdire aux v\u00e9hicules \u00ab anciens \u00bb d\u2019acc\u00e9der en ville. \u00c7a commence \u00e0 Paris d\u00e8s le 1er juillet 2016 o\u00f9 l\u2019interdiction va concerner les voitures de tourisme d\u2019avant 1997 et les deux-roues motoris\u00e9s (2RM) mis en circulation avant juin 1999 !<\/p>\n<p>Le pr\u00e9texte invoqu\u00e9 par les promoteurs de cette mise au ban, c\u2019est la \u00ab pollution de l\u2019atmosph\u00e8re \u00bb dont les usagers de la route sont d\u00e9sign\u00e9s comme les principaux coupables, alors que la plus grande part de la pollution est provoqu\u00e9e par l\u2019industrie, les \u00e9pandages agricoles, le chauffage des habitations et le fret routier international r\u00e9sultant de la mondialisation qui ne profite qu\u2019\u00e0 une minorit\u00e9 de groupes financiers.<\/p>\n<p>Les \u00ab solutions \u00bb propos\u00e9es aux usagers contraints d\u2019abandonner leur v\u00e9hicule ancien qui fonctionne encore tr\u00e8s bien, c\u2019est d\u2019en acheter un neuf ou d\u2019apprendre \u00e0 s\u2019en passer. Quel m\u00e9pris !<\/p>\n<p>Contradictions<br \/>\nLes \u00e9lus des communes p\u00e9riph\u00e9riques aux villes interdites devront faire face \u00e0 des contradictions : prononcer \u00e0 leur tour des interdictions concernant leurs propres administr\u00e9s et ceux des communes voisines ou voir leur territoires se transformer en parkings de transit pour les usagers ne pouvant plus entrer dans les zones centrales \u00e0 \u00ab circulation restreinte \u00bb.<\/p>\n<p>Autre contradiction, les \u00e9lus \u00e9cologistes favorables \u00e0 ces mises au ban des v\u00e9hicules anciens ont par ailleurs fait voter des lois contre l\u2019obsolescence programm\u00e9e et le \u00ab jetable \u00bb, pr\u00e9f\u00e9rant promouvoir le \u00ab durable \u00bb. Et pourtant, ces restrictions vont rendre inutilisables des autos et des deux-roues motoris\u00e9s en bon \u00e9tat de fonctionnement. Dans le m\u00eame temps, la construction et la production de v\u00e9hicules neufs g\u00e9n\u00e8rent aussi de la pollution\u2026 et les r\u00e9cents scandales sur la triche aux \u00e9missions polluantes de certains constructeurs d\u2019automobiles d\u00e9montre que les v\u00e9hicules les plus r\u00e9cents ne sont pas forc\u00e9ment les plus vertueux.<\/p>\n<p>Interdiction aberrante des 2RM<br \/>\nAlors que nos voisins europ\u00e9ens ayant adopt\u00e9 des zones \u00e0 circulation restreinte laissent rouler les deux-roues motoris\u00e9s (2RM) unanimement reconnus comme des \u00e9l\u00e9ments favorables \u00e0 la fluidit\u00e9 des d\u00e9placements motoris\u00e9s , la Ville de Paris veut interdire motos et scooters qui participent pourtant au d\u00e9sengorgement du trafic automobile.<\/p>\n<p>Aucune alternative valable<br \/>\nAlors que Mme Hidalgo, maire de Paris, a d\u00e9clar\u00e9 vouloir \u00e9radiquer les v\u00e9hicules diesel de la capitale d\u2019ici 2020, son adjoint aux d\u00e9placements, M. Christophe Najdovski s\u2019en prend \u00e9galement aux motos et scooters dont aucun ne roule au gasoil ! En r\u00e9ponse aux inqui\u00e9tudes de ces usagers face \u00e0 ces menaces touchant \u00e0 leurs libert\u00e9s de se d\u00e9placer et leurs besoins pratiques de se rendre \u00e0 leur travail, la ville de Paris propose \u00e0 ses seuls administr\u00e9s une aide financi\u00e8re pour acheter un v\u00e9lo \u00e9lectrique. Cette \u00ab compensation \u00bb ne peut satisfaire les usagers venus des proches et lointaines banlieues pour qui il n\u2019y a souvent aucune alternative \u00e0 celle du v\u00e9hicule motoris\u00e9 personnel pour se d\u00e9placer vers leurs lieux d\u2019activit\u00e9s.<\/p>\n<p>Mise au ban des plus faibles*<br \/>\nSeront impact\u00e9s par ces interdictions les personnes les plus modestes, les salari\u00e9s, r\u00e9sidant loin des villes, les \u00e9tudiants, les stagiaires, les demandeurs d\u2019emploi, les commer\u00e7ants\u2026 les seuls b\u00e9n\u00e9ficiaires de ces mesures qui rel\u00e8vent finalement d\u2019une prophylaxie sociale impos\u00e9e seront les constructeurs automobiles, lesquels produisent de moins en moins sur notre territoire !<\/p>\n<p>M\u00e9thode forte contre solution douce, une menace pour l\u2019Ecologie<br \/>\nLa solution serait de promouvoir l\u2019acquisition de v\u00e9hicules moins gourmands en \u00e9nergie (c\u2019est le cas des 2RM) et moins \u00e9metteurs de particules en comptant sur un renouvellement progressif, ph\u00e9nom\u00e8ne d\u00e9j\u00e0 en cours. En adoptant la m\u00e9thode forte et les contraintes au motif de la protection de l\u2019Environnement, le minist\u00e8re de l\u2019Ecologie, la Ville de Paris et les 25 communes favorables \u00e0 ces restrictions prennent le risque d\u2019\u00e9loigner encore davantage les citoyens des enjeux \u00e9cologiques, lesquels n\u2019ayant jamais \u00e9t\u00e9 si cruciaux.<\/p>\n<p>M\u00e9thode forte contre solution douce, une menace pour la coh\u00e9sion des territoires et de leurs habitants<br \/>\nEn acceptant ces interdictions de circulation, le gouvernement prend le risque d\u2019accentuer le foss\u00e9 social entre les habitants ais\u00e9s des centre-ville et ceux des villes p\u00e9riph\u00e9riques. Cela risque \u00e9galement d\u2019opposer les territoires, entre mod\u00e8les urbains et zones p\u00e9ri-urbaines, voire rurales.<\/p>\n<p>*le terme \u00ab banlieue \u00bb vient du mot \u00ab ban \u00bb, \u00ab bannissement \u00bb.
